Europe’s textile sector must accelerate its transition toward a circular economy, with large‑scale textile recycling at its core.
This position paper outlines the policy measures needed to secure sufficient waste feedstock, stimulate investment in recycling technologies, and ensure credible verification of recycled content.
CIRFS calls for a mandatory 34% separate collection rate for textiles in every EU Member State by 2030, supported by harmonised Extended Producer Responsibility (EPR) schemes. Achieving this collection level would enable a 15% mandatory recycled content requirement in textile products by 2030, measured through a physical, polymer‑only mass‑balance approach. T
he paper emphasises the need for transitional use of post‑industrial waste, financial incentives for EU‑based recycling infrastructure, and simplified administrative procedures. It also highlights the importance of robust traceability systems, including chain‑of‑custody models and digital product passports, to ensure compliance and prevent double counting. Together, these measures would create a competitive, transparent, and sustainable textile recycling ecosystem that strengthens Europe’s industrial base while reducing waste.
